Oil & Gas Buyer: Procurement and Sourcing Specialist

Job Overview: Strategic Buyer in the Energy Sector

JD Manpower Consultancy, a prominent name in energy sector recruitment, is seeking a highly skilled and strategic Buyer to join our client's dynamic logistics department. This is a full-time, on-site position based in the strategic industrial area of Ghantoot, Abu Dhabi, United Arab Emirates, catering to both onshore and offshore operations. The ideal candidate will possess 5-10 years of dedicated experience in procurement within the Oil & Gas industry, with a proven track record in negotiation & purchase order management. This role is critical for ensuring the seamless supply of high-quality materials and services, directly impacting operational efficiency and project success. Key Responsibilities and Daily Duties

As a Buyer within the oil and gas sector, your role will be multifaceted and central to our supply chain integrity. You will be entrusted with a significant portfolio, managing the end-to-end procurement process for critical materials, equipment, and services.

  • Execute end-to-end procurement activities, from identifying needs to supplier selection and contract award, specifically for oilfield services, equipment, and materials.
  • Lead complex negotiation processes with vendors and subcontractors to secure advantageous terms, focusing on cost savings, quality, and delivery timelines.
  • Create, manage, and track purchase orders (POs) ensuring absolute accuracy in specifications, quantities, and delivery schedules.
  • Develop and implement strategic sourcing strategies to mitigate supply chain risks associated with offshore and onshore projects.
  • Conduct thorough market analysis and vendor assessments to identify and onboard new, reliable suppliers within the UAE and internationally.
  • Collaborate closely with the logistics, warehouse, and project management teams to align procurement activities with project timelines and inventory requirements.
  • Manage supplier relationships, conducting performance reviews to ensure compliance with contractual agreements and quality standards.
  • Ensure all procurement activities adhere to company policies, industry regulations, and international standards for the oil and gas sector.
  • Resolve any discrepancies or issues related to invoices, shipments, or quality of received goods promptly and effectively.
  • Maintain meticulous records of purchases, pricing, and other key data for reporting and audit purposes.

Requirements and Qualifications

To be successful in this demanding Buyer role, candidates must meet a specific set of educational, experiential, and skill-based criteria.

Education & Certification

  • A Graduation/Diploma in Supply Chain Management, Business Administration, Engineering, or a related field is mandatory.
  • Additional certifications such as CIPS (Chartered Institute of Procurement & Supply) or CPSM (Certified Professional in Supply Management) are highly desirable.

Experience & Industry Knowledge

  • A minimum of 5-10 Years of proven experience as a Buyer or Procurement Specialist, specifically within the Oil & Gas industry.
  • In-depth knowledge of the oil and gas market, key suppliers, and category management for relevant materials (e.g., OCTG, valves, pumps, drilling equipment, safety gear).
  • Demonstrable experience working with both onshore and offshore procurement logistics and their unique challenges.
  • Solid understanding of international trade, customs regulations, and shipping processes within the UAE and MENA region.

Essential Skills & Competencies

  • Expert-level proficiency in negotiation & purchase order management.
  • Strong analytical and strategic sourcing skills with a data-driven approach to decision-making.
  • Excellent communication and interpersonal skills for effective vendor and stakeholder management.
  • High proficiency in ERP systems (e.g., SAP, Oracle) and Microsoft Office Suite, particularly Excel.
  • Ability to work under pressure, manage multiple priorities, and meet strict deadlines in a challenging environment.
  • Unwavering ethical standards and a commitment to transparent and compliant procurement practices.
