Contracts Engineer - Oil & Gas Industry

Job Overview

International Overseas Consultants is seeking an experienced Contracts Engineer with 5-10 years of specialized experience in the oil and gas sector. This full-time position based in Al Batha, Riyadh, Saudi Arabia offers an competitive compensation package of 21-28 LPA for qualified professionals with expertise in contract drafting and negotiation. The ideal candidate will possess comprehensive knowledge of contractual frameworks, risk mitigation strategies, and commercial agreements specific to petroleum industry operations.

Key Responsibilities

As a Contracts Engineer at our organization, you will be entrusted with critical functions that ensure the commercial and contractual integrity of our oil and gas projects. Your primary duties will include:

Contract Development & Management

  • Draft, review, and negotiate various engineering, procurement, and construction (EPC) contracts, service agreements, and supply contracts in compliance with company policies and industry standards
  • Develop comprehensive contract documents including terms and conditions, scope of work, technical specifications, commercial条款, and payment schedules
  • Administer contracts throughout their complete lifecycle, from initial tender phase through to final close-out and completion certificates
  • Manage contract amendments, variations, and change orders while ensuring proper documentation and approval processes

Risk Management & Compliance

  • Identify, assess, and mitigate potential contractual risks and commercial exposures across projects
  • Ensure strict compliance with contractual obligations, statutory requirements, and company governance frameworks
  • Monitor contractor performance against contractual requirements and key performance indicators (KPIs)
  • Implement effective claims management and dispute resolution procedures to protect company interests

Commercial & Technical Evaluation

  • Evaluate tender documents and provide commercial input during bid preparation and submission
  • Conduct detailed analysis of contractor proposals, pricing models, and commercial offers
  • Collaborate with project managers, engineering teams, and procurement specialists to develop optimal contracting strategies
  • Prepare comprehensive contract summaries, risk registers, and commercial reports for senior management

Stakeholder Engagement

  • Serve as the primary point of contact for contractual matters with clients, contractors, and vendors
  • Facilit contract review meetings and negotiations with internal and external stakeholders
  • Provide expert contractual guidance and support to project teams and department heads
  • Maintain effective relationships with legal counsel and ensure proper escalation of complex contractual issues

Qualifications & Requirements

Education & Certification

  • Bachelor's degree or Diploma in Engineering, Business Administration, Law, or related field
  • Professional certification in contract management (e.g., CPCM, CCCM, or equivalent) is highly desirable
  • Additional qualifications in petroleum law, commercial management, or risk assessment are advantageous

Experience & Skills

  • 5-10 years of progressive experience in contract engineering or administration within the oil and gas industry
  • Proven expertise in contract drafting, negotiation, and administration of EPC contracts
  • Comprehensive knowledge of international contract law, INCOTERMS, and standard industry contract forms (FIDIC, LOGIC, NEC, etc.)
  • Strong understanding of technical concepts, engineering terminology, and project management principles
  • Exceptional analytical skills with the ability to interpret complex contractual条款 and commercial arrangements
  • Excellent negotiation, communication, and interpersonal abilities
  • Proficiency in contract management software and Microsoft Office applications
