JD Manpower Consultancy is seeking an experienced and strategic Engineer Procurement - Sr. Planning to join a leading client in the dynamic Oil & Gas sector. This is a pivotal Supply Chain Management role based in Abu Dhabi, UAE, requiring 5-10 years of specialized expertise in procurement planning & vendor management. The ideal candidate will be a master planner, responsible for developing and executing complex procurement strategies to ensure the seamless flow of materials and equipment critical to both onshore and offshore operations. This position offers a competitive compensation package of 30+ LPA for a highly skilled professional who can optimize our client's supply chain, mitigate risks, and drive operational excellence.
Key Responsibilities & Duties
As a Senior Planning Engineer in procurement, you will be at the forefront of our client's strategic sourcing initiatives. Your analytical skills and industry knowledge will be crucial in supporting major Oil & Gas projects.
Strategic Procurement & Planning
- Develop comprehensive procurement strategies and detailed material planning schedules aligned with project timelines and operational demands.
- Forecast long-lead and critical items, creating robust procurement plans to prevent project delays and cost overruns.
- Coordinate with engineering, project management, and operations teams to understand technical requirements and translate them into precise procurement specifications.
- Implement and manage inventory control strategies, optimizing stock levels to balance cost-efficiency with project readiness.
- Conduct market analysis to identify trends, potential supply bottlenecks, and cost-saving opportunities within the global Oil & Gas supply chain.
Vendor & Supplier Management
- Lead the end-to-end vendor management process, including supplier identification, pre-qualification, performance evaluation, and relationship management.
- Manage the Request for Quotation (RFQ) process, evaluating technical and commercial bids to ensure best value for money.
- Negotiate complex contracts and frame agreements with key suppliers, securing favourable terms and conditions.
- Mitigate supply chain risks by developing and maintaining a diversified and reliable supplier base for critical categories.
- Resolve commercial and logistical disputes with vendors, ensuring minimal impact on project schedules.
Execution & Coordination
- Monitor and track purchase orders from placement through to delivery, ensuring timely arrival of materials at the required location (onshore/offshore).
- Liaise with logistics and expediting teams to ensure smooth customs clearance, transportation, and delivery to site.
- Prepare and present regular status reports on procurement activities, highlighting progress, challenges, and key performance indicators (KPIs) to senior management.
- Ensure all procurement activities comply with company policies, industry standards, and relevant regulatory requirements.
Candidate Requirements & Qualifications
To excel in this Senior Planning role within the UAE's Oil & Gas sector, the successful candidate must possess a blend of technical knowledge, strategic acumen, and practical experience.
Education & Experience
- Education: A Graduation or Diploma in Engineering (Mechanical, Instrumentation, Electrical, or similar) is mandatory. A master’s degree or certification in Supply Chain Management (e.g., CSCP, CPSM) is a strong advantage.
- Experience: A minimum of 5-10 Years of proven, hands-on experience in procurement planning and vendor management, specifically within the Oil & Gas or related heavy industries (petrochemicals, energy).
- Demonstrable experience working on both onshore and offshore projects, understanding the unique logistical challenges of each.
Essential Skills & Competencies
- Expertise in Procurement Planning: Mastery in developing strategic procurement plans, material scheduling, and demand forecasting.
- Vendor Management: Proven ability to manage a complex supplier ecosystem, conduct negotiations, and build strong strategic partnerships.
- Technical Proficiency: Strong understanding of technical specifications for a wide range of Oil & Gas equipment and materials.
- Analytical Mindset: Excellent data analysis skills to assess supplier quotes, manage costs, and optimize the supply chain.
- Software Knowledge: High proficiency in ERP systems (e.g., SAP, Oracle) and advanced MS Excel skills for data management and reporting.
- Communication: Exceptional communication and interpersonal skills to effectively coordinate with international vendors and internal stakeholders.
