Health Safety Environment Officer Position Overview

Bright International Manpower Professional is seeking a dedicated and vigilant HSE Officer to join our dynamic construction team in Riyadh, Saudi Arabia. This critical role focuses on developing, implementing, and monitoring our Health, Safety, and Environment management systems to ensure full compliance with international standards and local regulations. As an HSE professional, you will be responsible for conducting regular site inspections, delivering comprehensive safety training programs, and investigating incidents to prevent recurrence. Key Responsibilities and Duties

As an HSE Officer with our construction team, you will play a pivotal role in maintaining our commitment to zero harm. Your primary responsibilities will include:

  • Develop, implement, and maintain comprehensive Health, Safety, and Environment management systems in accordance with OHSAS 18001 and ISO 14001 standards
  • Conduct daily site inspections and safety audits to identify potential hazards and ensure compliance with HSE regulations and company policies
  • Investigate accidents, incidents, and near-misses to determine root causes and implement effective corrective and preventive actions
  • Develop and deliver engaging safety training programs for employees and subcontractors, including toolbox talks, induction programs, and specialized equipment training
  • Monitor and ensure proper usage of Personal Protective Equipment (PPE) across all construction sites and work activities
  • Maintain accurate HSE documentation, including incident reports, inspection records, training logs, and safety meeting minutes
  • Conduct risk assessments and job safety analyses for all construction activities and implement effective control measures
  • Liaise with government authorities and clients on all HSE-related matters and ensure timely submission of required reports
  • Promote a strong safety culture through awareness campaigns, safety incentives, and visible leadership presence on site
  • Emergency preparedness planning and conducting regular drills to ensure response readiness for potential incidents
  • Monitor environmental aspects of construction projects and ensure compliance with environmental protection regulations
  • Regularly review and update HSE policies and procedures to reflect changing legislation and industry best practices

Qualifications and Requirements

Education and Certification

  • Graduation/Diploma in Engineering, Occupational Health & Safety, Environmental Science, or related field
  • NEBOSH International General Certificate or equivalent HSE qualification preferred
  • First Aid and CPR certification is highly desirable
  • Additional certification in fire safety, risk assessment, or environmental management will be advantageous

Experience and Skills

  • 1-3 years of practical experience as an HSE Officer in the construction industry, preferably in Saudi Arabia or GCC countries
  • Demonstrated safety awareness and thorough knowledge of construction safety practices
  • Familiarity with Saudi Arabian HSE regulations and requirements
  • Strong understanding of risk assessment methodologies and implementation of control measures
  • Excellent communication and interpersonal skills with the ability to conduct effective training sessions
  • Proficiency in incident investigation techniques and root cause analysis
  • Ability to maintain detailed records and prepare comprehensive reports
  • Strong problem-solving skills and the ability to make decisions under pressure
  • Proficiency with Microsoft Office applications and HSE management software
