Key Responsibilities & Daily Duties

As an HSE Officer at Ambe International, you will be the frontline defender of our organizational safety culture. Your expertise will be crucial in creating a zero-incident work environment. Your primary duties will encompass a wide range of proactive and reactive HSE functions.

  • Develop, implement, and continuously refine comprehensive HSE policies, procedures, and programs in strict alignment with local UAE regulations and international best practices (e.g., OHSAS 18001/ISO 45001).
  • Conduct daily, weekly, and monthly safety inspections and audits of facilities, equipment, and operational procedures to identify potential hazards, non-compliance issues, and areas for improvement.
  • Perform detailed risk assessments (JSA, HIRA) for all operational activities, recommending and tracking effective control measures to mitigate identified risks to As Low As Reasonably Practicable (ALARP) levels.
  • Lead thorough investigations into all incidents, near-misses, and accidents to determine root causes. Prepare detailed reports and ensure the implementation of corrective and preventive actions to prevent recurrence.
  • Organize and deliver engaging HSE training programs, induction sessions, and toolbox talks for employees and contractors to enhance overall safety awareness and competency.
  • Monitor and ensure strict compliance with all applicable HSE legal requirements and company standards, maintaining all necessary documentation and records for internal and external reviews.
  • Actively promote and participate in emergency response planning and drills, ensuring all personnel are prepared to act efficiently in case of an emergency situation.
  • Foster a positive safety culture by engaging with workers at all levels, encouraging the reporting of unsafe acts and conditions, and recognizing positive safety behaviors.
  • Liaise with contractors to review and approve their HSE plans, ensuring their work methodologies align with Ambe International's stringent safety expectations.
  • Manage and report on HSE performance metrics, providing regular updates to HSE and operational management.

Candidate Requirements & Qualifications

Essential Education & Certifications

  • A Graduation/Diploma degree in Engineering (Mechanical, Chemical, Petroleum), Environmental Science, Occupational Health & Safety, or a closely related field is mandatory.
  • Possession of a NEBOSH International General Certificate (IGC) or an equivalent recognized HSE qualification (e.g., IOSH Managing Safely) is highly preferred and often essential.
  • Additional certification in specialized areas such as Confined Space, Working at Height, H2S Awareness, or Firefighting is a significant advantage.

Mandatory Experience & Skills

  • A minimum of 3-5 Years of practical, hands-on experience as an HSE Officer or similar role within the Oil & Gas industry or other high-hazard sectors (Petrochemicals, Construction, Energy).
  • Demonstrable, expert-level safety awareness and a deep, practical understanding of hazard identification, risk assessment, and control methodologies.
  • Proven experience in conducting site audits, safety inspections, and incident investigations with a methodical and detail-oriented approach.
  • In-depth knowledge of UAE and international HSE regulations, standards, and codes of practice relevant to the Oil & Gas sector.
  • Strong proficiency in preparing detailed HSE reports, emergency procedures, and training materials.
  • Excellent interpersonal and communication skills, with the ability to influence behavior, lead training sessions, and engage effectively with a multicultural workforce.
  • Proficiency in standard business software applications (MS Office Suite: Word, Excel, PowerPoint).
