HSE Supervisor-Officer Position in Kuwait Oil & Gas Industry

Job Overview

As an HSE Supervisor-Officer, you will be responsible for implementing comprehensive safety protocols, conducting risk assessments, and fostering a culture of safety excellence throughout our organization. Key Responsibilities & Duties

The HSE Supervisor-Officer will oversee all aspects of health, safety, and environmental protection across our oil and gas operations. The role requires a proactive approach to hazard identification and risk mitigation in challenging industrial environments.

Primary HSE Functions

  • Develop, implement, and maintain comprehensive HSE management systems in accordance with international standards and Kuwaiti regulations
  • Conduct regular safety inspections, risk assessments, and job safety analyses at operational sites
  • Lead incident investigations, root cause analysis, and implement corrective actions to prevent recurrence
  • Deliver effective HSE training programs to employees, contractors, and site personnel
  • Monitor compliance with permit to work systems, isolation procedures, and confined space entry protocols
  • Maintain accurate HSE documentation, including incident reports, safety statistics, and compliance records

Operational Safety Management

  • Oversee emergency response preparedness and conduct regular drills and exercises
  • Coordinate with project managers to integrate HSE requirements into planning and execution phases
  • Audit contractor HSE performance and ensure adherence to company safety standards
  • Manage personal protective equipment (PPE) requirements and ensure proper usage across sites
  • Implement environmental protection measures and waste management procedures
  • Monitor workplace conditions for chemical, physical, and biological hazards

Compliance & Reporting

  • Ensure compliance with Kuwait Oil Company (KOC) and Kuwait National Petroleum Company (KNPC) HSE standards
  • Liaise with regulatory authorities and participate in official inspections and audits
  • Prepare weekly and monthly HSE performance reports for management review
  • Maintain current knowledge of HSE legislation and industry best practices
  • Implement behavior-based safety programs and initiatives

Qualifications & Requirements

Education & Certification

  • Graduation/Diploma in Engineering, Environmental Science, Occupational Health & Safety, or related field
  • NEBOSH International General Certificate or equivalent HSE qualification mandatory
  • Additional certifications in Fire Safety, First Aid, or HAZOP study preferred
  • Professional HSE membership (e.g., IOSH, OSHA) considered an advantage

Experience & Skills

  • Minimum 3-5 years of practical HSE experience in oil and gas industry operations
  • Proven track record in implementing HSE management systems in petroleum sector
  • Exceptional safety awareness and risk assessment capabilities
  • Thorough knowledge of international HSE standards (OSHA, ISO 45001, ISO 14001)
  • Experience conducting HSE audits, inspections, and incident investigations
  • Strong communication skills with ability to train and influence diverse workforce
  • Familiarity with Kuwait oil and gas HSE regulations and requirements

Location & Work Environment

This HSE Supervisor-Officer position is based in the Dasman neighborhood of Kuwait City, Al Asimah Governorate, Kuwait. The role involves working primarily on oil and gas facilities, including upstream production sites, downstream processing plants, and related industrial installations throughout Kuwait.
