Key Responsibilities & Duties
As our HSE Officer, you will be tasked with a diverse range of critical functions to maintain and elevate our safety standards. Your primary focus will be on hazard identification, risk assessment, and the development of effective control measures.
- Develop, implement, and rigorously maintain the company's HSE management system in line with ISO 45001 and ISO 14001 standards.
- Conduct daily site inspections and audits to monitor compliance with HSE policies and procedures, identifying potential hazards in the Oil & Gas operational environment.
- Lead incident investigations, including near-misses, injuries, and environmental incidents, to determine root causes and implement corrective actions to prevent recurrence.
- Organize and deliver impactful HSE training programs for employees and contractors to enhance safety awareness and competency across all levels of the organization.
- Manage and maintain all HSE documentation, including permits, reports, registers, and emergency response plans, ensuring they are always audit-ready.
- Advise site management on all aspects of occupational health, industrial safety, and environmental protection relevant to our projects.
- Monitor and analyze HSE performance metrics to track progress and identify areas for continuous improvement in our safety protocols.
- Liaise with government agencies, clients, and third-party auditors on all HSE-related matters, ensuring full regulatory compliance.
- Champion emergency preparedness by organizing and evaluating drill scenarios and ensuring all response equipment is serviceable.
- Promote a positive safety culture through active engagement with workforce members, safety committees, and leadership teams.
Requirements & Qualifications
To excel in this high-stakes role, the ideal candidate will possess a blend of formal education, professional certifications, and hands-on industry experience.
Education & Certification
- A Graduation or Diploma degree in Engineering, Occupational Health & Safety, Environmental Science, or a closely related field.
- Professional certifications such as NEBOSH International General Certificate (or equivalent) are mandatory.
- Additional certification in OSHA, IOSH, or other recognized HSE bodies is highly desirable.
Experience & Skills
- A minimum of 5 to 10 years of direct HSE experience, preferably within the Oil & Gas, Petrochemical, or heavy industrial sectors.
- Demonstrated expertise in safety awareness and a proven track record of implementing successful safety programs.
- In-depth knowledge of Saudi Arabian HSE regulations and international standards is a significant advantage.
- Strong analytical skills with experience in risk assessment methodologies (e.g., JSA, HAZOP).
- Excellent communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
- Proficiency in using MS Office Suite and HSE management software applications.
- Ability to respond calmly and effectively to emergency situations.
