Job Overview

The Permit Receiver will be an integral part of our HSE department, responsible for the accurate and efficient issuance and control of all work permits. This role demands a meticulous professional who can ensure that all construction and maintenance activities are carried out in strict adherence to ARAMCO's stringent safety standards and procedures. You will act as a key safety gatekeeper, coordinating with various teams to mitigate risks and ensure a zero-incident work environment on-site in Al Murabba.

Key Responsibilities & Duties

• Receive, review, approve, and issue various types of work permits (Hot Work, Cold Work, Confined Space Entry, Excavation, etc.) in accordance with ARAMCO permit to work system standards.
• Conduct thorough pre-job safety meetings and briefings with work crews to ensure complete understanding of job hazards, safety precautions, and permit conditions.
• Perform comprehensive site inspections and audits to verify that all permit conditions are being met before, during, and after work activities.
• Liaise closely with project managers, engineers, construction supervisors, and safety officers to coordinate safe work execution.
• Maintain accurate and up-to-date logs, records, and documentation for all permit activities, ensuring full traceability and compliance.
• Identify potential hazards associated with requested work and implement effective control measures to eliminate or reduce risks.
• Monitor ongoing permitted work to ensure continuous compliance and immediately stop any work that violates permit conditions or safety standards.
• Provide expert guidance and training to project personnel on the ARAMCO permit system requirements and safe work practices.
• Participate in incident investigations related to permitted work and contribute to root cause analysis and corrective action development.
• Stay current with all updates to ARAMCO procedures, safety alerts, and industry best practices related to permit to work systems.

Requirements & Qualifications

Essential Education & Certification

• A minimum of a Graduation or Diploma in Engineering, Occupational Health & Safety, or a related technical field.
• Mandatory valid ARAMCO certification as a Permit Receiver (PWT). Candidates must provide proof of certification.
• Additional certifications in NEBOSH, IOSH, or OSHA are highly desirable.

Required Experience & Skills

• A minimum of 5 to 10 years of direct hands-on experience as a Permit Receiver within the Oil & Gas construction industry.
• Demonstrable, in-depth ARAMCO permit system expertise and a thorough understanding of SAPS and other relevant ARAMCO standards.
• Proven experience working on major ARAMCO projects within Saudi Arabia is a significant advantage.
• Strong knowledge of hazard identification, risk assessment, and job safety analysis (JSA) methodologies.
• Excellent communication and interpersonal skills, with the ability to effectively communicate safety requirements to a diverse workforce.
• Fluent in English; knowledge of Arabic is beneficial but not mandatory.
• Strong analytical and problem-solving skills with a keen attention to detail.
• Ability to work under pressure, make sound decisions, and assert authority when necessary to enforce safety rules.
