Job Overview

International Trade Links (ITL) is seeking a highly skilled and experienced Permit Receiver to join our dynamic Oil & Gas operations team in Riyadh, Saudi Arabia. This full-time position requires a professional with 3-5 years of specialized experience in permit handling and safety clearance procedures within the energy sector. The successful candidate will play a critical role in ensuring compliance with all safety regulations and operational protocols at our worksites.

As a key member of our Operations department, you will be responsible for managing the permit-to-work system, coordinating with various teams, and maintaining the highest standards of workplace safety. Key Responsibilities & Duties

The Permit Receiver will be entrusted with multiple critical functions that ensure smooth and safe operations across our facilities. Your primary focus will be on authorization systems and safety protocols.

• Manage and administer the permit to work system (PTW) for all maintenance and operational activities
• Review, verify, and issue various permits including hot work permits, cold work permits, confined space entry permits, and excavation permits
• Conduct thorough site inspections and risk assessments before permit issuance
• Coordinate with operations, maintenance, and contractor teams to ensure compliance with safety requirements
• Verify that all safety precautions and control measures are in place before work commencement
• Maintain accurate records of all permits issued, renewed, and closed
• Conduct safety briefings and toolbox talks with work teams regarding permit conditions
• Monitor ongoing permitted work to ensure continued compliance with established safety standards
• Implement and enforce lockout-tagout (LOTO) procedures as required
• Serve as the primary point of contact for all permit-related queries and concerns
• Collaborate with safety officers and HSE personnel to develop improved permit procedures
• Ensure all permits are properly closed upon job completion and conduct post-job reviews
• Stay updated on industry best practices and regulatory changes related to permit systems

Qualifications & Requirements

The ideal candidate for this Permit Receiver position will possess a combination of formal education, specialized training, and practical experience in oil and gas operations.

Education & Certification

• ITI certification in relevant technical field (required)
• Additional certifications in safety management or permit systems (preferred)
• Valid safety training certificates including H2S, First Aid, and Fire Safety

Experience & Skills

• 3-5 years of direct experience in permit handling within the oil and gas industry
• Proven expertise in safety clearance procedures and protocols
• Comprehensive knowledge of hazard identification and risk assessment methodologies
• Familiarity with international safety standards (OSHA, NFPA, ISO)
• Strong understanding of process safety management principles
• Excellent communication and interpersonal skills for coordinating with multiple teams
• Ability to work under pressure and make decisions in fast-paced environments
• Attention to detail and strong documentation skills
• Proficiency in relevant software applications and permit management systems

Physical Requirements

• Ability to work in extreme weather conditions common in Saudi Arabia
• Capability to wear personal protective equipment (PPE) for extended periods
• Physical fitness to conduct site walks and inspections across large facilities
• Willingness to work in shift patterns including nights and weekends as required
