About the Role
ASTTAR, a leading player in the Oil & Gas industry, is seeking a highly skilled Procurement / Subcontract Manager to join our Project Management team in Riyadh, Saudi Arabia. This is a full-time, on-site position designed for professionals with 1-3 years of experience in procurement and subcontract management. The ideal candidate will hold a Doctorate degree and possess strong managerial skills to oversee procurement processes, vendor negotiations, and subcontractor coordination.
Key Responsibilities
As a Procurement / Subcontract Manager, your duties will include:
- Develop and implement procurement strategies to optimize cost efficiency and supply chain performance.
- Manage subcontractor relationships, ensuring compliance with company policies and industry regulations.
- Negotiate contracts with suppliers and subcontractors to secure favorable terms.
- Monitor procurement budgets and report on cost-saving initiatives.
- Ensure timely procurement of materials and services to support project timelines.
- Collaborate with cross-functional teams, including project managers and engineers, to align procurement activities with project goals.
- Conduct risk assessments for subcontractor engagements and mitigate potential issues.
- Maintain accurate records of procurement activities and subcontractor performance.
- Stay updated on industry trends and regulatory changes affecting procurement and subcontracting.
Required Qualifications
The ideal candidate will have:
- A Doctorate degree in Supply Chain Management, Business Administration, or a related field.
- 1-3 years of experience in procurement or subcontract management within the Oil & Gas sector.
- Strong negotiation and vendor management skills.
- Proficiency in procurement software and ERP systems.
- Excellent analytical and problem-solving abilities.
- Outstanding communication and interpersonal skills.
- Ability to work in a fast-paced, deadline-driven environment.
Preferred Skills
Candidates with the following additional skills will be given preference:
- Experience with international procurement regulations and compliance.
- Familiarity with Saudi Arabian procurement laws and practices.
- Certification in procurement or supply chain management (e.g., CPSM, CSCP).
- Fluency in Arabic and English.
