About the Role

ASTTAR, a leading player in the Oil & Gas industry, is seeking a highly skilled Procurement / Subcontract Manager to join our Project Management team in Riyadh, Saudi Arabia. This is a full-time, on-site position designed for professionals with 1-3 years of experience in procurement and subcontract management. The ideal candidate will hold a Doctorate degree and possess strong managerial skills to oversee procurement processes, vendor negotiations, and subcontractor coordination.

Key Responsibilities

As a Procurement / Subcontract Manager, your duties will include:

  • Develop and implement procurement strategies to optimize cost efficiency and supply chain performance.
  • Manage subcontractor relationships, ensuring compliance with company policies and industry regulations.
  • Negotiate contracts with suppliers and subcontractors to secure favorable terms.
  • Monitor procurement budgets and report on cost-saving initiatives.
  • Ensure timely procurement of materials and services to support project timelines.
  • Collaborate with cross-functional teams, including project managers and engineers, to align procurement activities with project goals.
  • Conduct risk assessments for subcontractor engagements and mitigate potential issues.
  • Maintain accurate records of procurement activities and subcontractor performance.
  • Stay updated on industry trends and regulatory changes affecting procurement and subcontracting.

Required Qualifications

The ideal candidate will have:

  • A Doctorate degree in Supply Chain Management, Business Administration, or a related field.
  • 1-3 years of experience in procurement or subcontract management within the Oil & Gas sector.
  • Strong negotiation and vendor management skills.
  • Proficiency in procurement software and ERP systems.
  • Excellent analytical and problem-solving abilities.
  • Outstanding communication and interpersonal skills.
  • Ability to work in a fast-paced, deadline-driven environment.

Preferred Skills

Candidates with the following additional skills will be given preference:

  • Experience with international procurement regulations and compliance.
  • Familiarity with Saudi Arabian procurement laws and practices.
  • Certification in procurement or supply chain management (e.g., CPSM, CSCP).
  • Fluency in Arabic and English.
