Safety Officer-I: Health, Safety & Environment Professional

Hamdan Global, a respected leader in the Oil & Gas sector, is actively seeking an experienced and dedicated Safety Officer-I to join our Health, Safety & Environment (HSE) department in Riyadh, Saudi Arabia. This is a critical Full Time role for a professional with 5-10 years of proven experience in developing and implementing comprehensive safety management systems within high-risk industrial environments. Key Responsibilities and Duties

As a Safety Officer-I at our facility in the Al-Naseem neighborhood of Riyadh, you will be entrusted with a wide array of health and safety protocols. Your primary objective will be to ensure full compliance with both international standards and local Saudi Arabian regulations.

Daily Safety Operations & Compliance

  • Conduct daily, weekly, and monthly safety inspections and audits of all operational areas, equipment, and work practices to identify and mitigate potential hazards.
  • Ensure strict adherence to all HSE policies, procedures, and regulatory requirements, including those specific to the Oil & Gas industry in Saudi Arabia.
  • Maintain accurate and up-to-date HSE documentation, including permits, risk assessments, incident reports, and training records.
  • Monitor the workplace to ensure the correct use of Personal Protective Equipment (PPE) and the implementation of safe work methods.

Risk Assessment & Incident Management

  • Lead formal risk assessment processes for all critical tasks, recommending and tracking corrective actions to closure.
  • Investigate all incidents, near-misses, and accidents to determine root cause and develop actionable preventive measures to avoid recurrence.
  • Develop and update emergency response plans and coordinate regular drills to ensure preparedness for any scenario.

Training & Culture Development

  • Design and deliver engaging safety training programs for employees and contractors, focusing on hazard recognition, emergency procedures, and best practices.
  • Promote a proactive safety culture by organizing safety campaigns, meetings, and committees to encourage employee participation and ownership of HSE.
  • Serve as the primary point of contact for all safety-related queries and concerns from staff and management.

Qualifications, Skills, and Requirements

To be successful in this Safety Officer role within the demanding Oil and Gas field, the candidate must meet the following criteria:

Education & Certification

  • A Graduation/Diploma degree in Engineering, Occupational Health & Safety, or a closely related field is mandatory.
  • Professional certifications such as NEBOSH (International General Certificate or equivalent), IOSH, or any other recognized HSE certification are highly preferred.
  • A valid certificate in First Aid and Firefighting is required.

Experience & Technical Skills

  • A minimum of 5-10 years of hands-on experience in an HSE role, with a significant portion within the Oil & Gas, petrochemical, or similar heavy industry.
  • Demonstrable experience in conducting HAZOP, HAZID, JSA, and other risk management studies.
  • In-depth knowledge of international standards (OSHA, NFPA, ISO 45001, ISO 14001) and their application.
  • Proficiency in using MS Office Suite for creating reports, presentations, and data analysis.
