About the Position

M. Gheewala Global HR Consultants is seeking a dedicated Trainee Engineer - Permit Receiver with 5-10 years of experience in the Oil & Gas Construction industry. This critical role within our Health, Safety & Environment department requires exceptional safety awareness and technical knowledge to ensure compliance with international standards and local regulations. The successful candidate will be responsible for managing work permits, coordinating with construction teams, and maintaining the highest standards of operational safety at our project site in Al Murabba, Riyadh.

Key Responsibilities & Duties

As a Trainee Engineer - Permit Receiver in the Oil & Gas Construction sector, you will play a vital role in maintaining safe working conditions through rigorous permit control systems. Your primary responsibilities will include:

Permit Management & Documentation

  • Receive, review, and process various work permits including hot work, cold work, confined space entry, and excavation permits
  • Verify that all permit applications contain complete and accurate information before approval
  • Maintain detailed records of all permits issued, renewed, and closed using digital tracking systems
  • Coordinate with area authorities to ensure proper permit categorization and risk assessment
  • Conduct daily audits of active permits to ensure compliance with stipulated conditions

Safety Compliance & Risk Assessment

  • Implement and enforce permit-to-work procedures in alignment with company HSE policies and international standards
  • Conduct pre-job safety meetings to communicate permit requirements and potential hazards
  • Participate in job hazard analysis and risk assessment processes for high-risk activities
  • Monitor ongoing work activities to ensure continuous adherence to permit conditions
  • Investigate and report any violations of permit conditions or safety procedures

Site Coordination & Communication

  • Liaise between construction teams, operations personnel, and safety officers regarding permit requirements
  • Coordinate with control room operators and area authorities for permit isolation requirements
  • Conduct regular site inspections to verify that physical conditions match permit specifications
  • Communicate effectively with multidisciplinary teams including contractors, engineers, and safety professionals
  • Provide daily permit status updates to project management and HSE leadership

Training & Continuous Improvement

  • Assist in developing and delivering permit-to-work training for new employees and contractors
  • Participate in continuous improvement initiatives to enhance permit procedures and systems
  • Stay updated on industry best practices, regulatory changes, and technological advancements in permit systems
  • Support incident investigations related to permit-to-work system failures or deficiencies
  • Contribute to the development of emergency response procedures specific to permitted activities

Qualifications & Requirements

The ideal candidate for this Trainee Engineer - Permit Receiver position will possess the following qualifications and attributes:

Education & Certification

  • Graduation/Diploma in Engineering (Mechanical, Chemical, Petroleum, or related field) from an accredited institution
  • Professional certification in HSE (e.g., NEBOSH, IOSH, OSHA) is highly desirable
  • Specialized training in permit-to-work systems and hazard identification
  • Certification in confined space entry, working at heights, or other relevant safety training

Experience & Technical Skills

  • 5-10 years of experience in Oil & Gas Construction environment with specific permit system experience
  • Thorough understanding of permit-to-work systems, isolation procedures, and risk assessment methodologies
  • Familiarity with international standards including OSHA, ISO 45001, and company-specific HSE procedures
  • Proven ability to interpret engineering drawings, P&IDs, and layout drawings
  • Experience with digital permit systems and proficiency in relevant software applications
