Job Overview: Work Permit Receiver Position

HR GLOBAL REACH is seeking a diligent and detail-oriented Work Permit Receiver to join our Health, Safety & Environment (HSE) department for a prestigious construction project with Aramco in Saudi Arabia. Key Responsibilities and Daily Duties

The Work Permit Receiver is the gatekeeper of safety on the construction site. Your primary function is to ensure that no work commences without the proper authorization and that all conditions for safe work are met. Your daily tasks will encompass a wide range of critical safety procedures.

  • Receive, review, and process applications for various types of work permits (Hot Work, Cold Work, Confined Space Entry, Excavation, etc.).
  • Conduct thorough pre-job safety meetings and briefings with work crews to discuss hazard identification, risk assessment, and control measures.
  • Verify that all prerequisite safety documents, including Job Safety Analysis (JSA) and Method Statements, are complete and approved.
  • Inspect work sites personally to ensure all safety precautions and isolations are in place as specified in the permit application.
  • Coordinate closely with Area Authorities, Performing Authorities, and Safety Officers to maintain a seamless permit to work flow.
  • Maintain an accurate and up-to-date electronic and physical log of all issued, active, suspended, and closed permits.
  • Monitor active permits throughout the day, conducting spot checks to ensure ongoing compliance with permit conditions.
  • Suspend or cancel permits immediately if site conditions change or if unsafe acts or conditions are observed.
  • Close out permits upon job completion, ensuring the work area is safe and clean before signing off.
  • Provide daily and weekly reports on permit statistics, compliance issues, and safety performance to the HSE Manager.

Requirements and Qualifications

To excel in this Work Permit Receiver role within the demanding construction environment of an Aramco project, candidates must meet the following criteria:

Education & Certification

  • A Doctorate degree in Occupational Health and Safety, Environmental Engineering, Civil Engineering, or a closely related field is mandatory.
  • Certification in NEBOSH IGC, IOSH Managing Safely, or an OSHA equivalent is a significant advantage.
  • Specific training in Permit to Work (PTW) systems and hazard recognition is highly desirable.

Experience & Skills

  • 0-1 year of experience in an HSE-related role, preferably within the oil & gas or construction industry.
  • Fresh graduates with a Doctorate and a strong understanding of safety management principles are encouraged to apply.
  • Exceptional attention to detail and a meticulous approach to reviewing documentation and site conditions.
  • Strong interpersonal and communication skills to effectively liaise with workers, supervisors, and management.
  • Basic computer proficiency for managing digital permit systems and generating reports.
  • The ability to remain firm and assertive regarding safety compliance, even under pressure.
