Job Overview: Work Permit Receiver Position

International Overseas Consultants is actively seeking a meticulous and experienced Work Permit Receiver to join our dynamic Oil & Gas operations team in Saudi Arabia. This critical full-time position based in the Al Batha neighborhood of Riyadh requires a professional with 3-5 years of specialized experience in permit handling & safety clearance procedures. The successful candidate will play a vital role in maintaining the highest standards of operational safety and compliance across our extensive project portfolio.

This position offers a competitive compensation package ranging between 10-15 LPA, commensurate with qualifications and direct experience in the Oil & Gas sector. The role demands rigorous attention to detail, comprehensive knowledge of safety protocols, and the ability to manage multiple critical processes simultaneously in a high-pressure environment.

Key Responsibilities and Daily Operations

As a Work Permit Receiver within our Operations department, you will be entrusted with a range of critical safety and compliance functions essential to the successful execution of Oil & Gas projects. Your expertise in permit handling will ensure that all work activities comply with both company standards and international regulatory requirements.

Primary Duties and Operational Tasks

  • Review, issue, and monitor various work permits including hot work, cold work, confined space entry, and height work permits
  • Conduct thorough site safety inspections and risk assessments before authorizing any work commencement
  • Coordinate closely with operations managers, safety officers, and field supervisors to ensure comprehensive hazard identification
  • Maintain accurate and up-to-date records of all permits issued, renewed, or closed using our digital management system
  • Verify that all personnel possess appropriate qualifications and certifications before permitting work activities
  • Implement and enforce lockout-tagout (LOTO) procedures and other energy isolation protocols
  • Conduct daily safety briefings and permit-specific orientations for work crews and contractors
  • Monitor ongoing permitted work to ensure continued compliance with established safety parameters
  • Investigate and report any permit violations or safety breaches with recommended corrective actions
  • Serve as the primary point of contact for all permit-to-work system inquiries and compliance issues

Safety Compliance and Documentation

The Work Permit Receiver maintains responsibility for ensuring all operational activities adhere to the highest safety standards. This includes regular auditing of permit procedures, continuous improvement of safety clearance processes, and comprehensive documentation management. You will work directly with regulatory compliance officers during inspections and provide all necessary permit documentation upon request.

Qualifications, Experience, and Skill Requirements

The ideal candidate for this Work Permit Receiver position will possess a combination of formal education, specialized training, and practical field experience in the Oil & Gas industry.

Education and Certification Requirements

  • Minimum educational qualification of Graduation/Diploma in Engineering, Safety Management, or related technical field
  • Professional certification in permit-to-work systems or process safety management (preferred)
  • Valid safety training certifications including but not limited to: H2S Awareness, Confined Space Entry, Fall Protection, and Fire Watch
  • Formal training in risk assessment methodologies and hazard identification techniques

Experience and Technical Competencies

  • 3-5 years of direct experience in permit handling & safety clearance within the Oil & Gas industry
  • Demonstrable knowledge of international safety standards including OSHA, NFPA, and ISO requirements
  • Proficiency with digital permit management systems and safety compliance software
  • Proven ability to conduct comprehensive job safety analyses (JSA) and task risk assessments (TRA)
  • Experience working in multicultural environments and managing multi-disciplinary teams
  • Familiarity with emergency response procedures and crisis management protocols
