Job Overview: Professional Work Permit Receiver
Hamdan Global, a prominent leader in the Oil & Gas / Petrochemical industry, is seeking an experienced and highly skilled Work Permit Receiver to join our dynamic operations team in Riyadh, Saudi Arabia. This critical full-time position requires 5-10 years of specialized experience in the issuance and management of work permits within high-risk industrial environments. The successful candidate will play a pivotal role in ensuring operational safety, regulatory compliance, and efficient workflow coordination across our petrochemical facilities.
As a Work Permit Receiver, you will be responsible for overseeing all aspects of the permit to work (PTW) system, serving as the primary authority for authorizing and controlling hazardous work activities. Your expertise will be essential in preventing accidents, minimizing operational risks, and maintaining the highest standards of workplace safety in accordance with international oil and gas industry standards and Saudi Arabian regulations.
Key Responsibilities & Duties
The Work Permit Receiver will undertake a comprehensive range of responsibilities to ensure the safe execution of work activities within our facilities:
- Manage the complete work permit issuance process for all hazardous operations including hot work, confined space entry, excavation, and energy isolation
- Conduct thorough risk assessments and job safety analyses (JSA) before authorizing any permit-required work
- Verify that all safety precautions and control measures are properly implemented before work commencement
- Coordinate with operations, maintenance, and contractor teams to ensure clear communication of permit requirements and restrictions
- Maintain accurate digital and physical records of all issued permits, including revisions, extensions, and closures
- Conduct regular site inspections to monitor compliance with permit conditions and safety procedures
- Provide technical guidance and training to personnel on permit to work systems and procedures
- Liaise with plant operators, area authorities, and performing authorities to ensure seamless permit coordination
- Monitor simultaneous operations (SIMOPS) and implement appropriate control measures when multiple activities overlap
- Investigate and report any violations or non-compliance incidents related to the permit system
- Continuously review and improve permit procedures based on operational experience and industry best practices
- Ensure all work permits are properly closed out upon job completion with appropriate documentation
Qualifications & Experience Requirements
Essential Education
- ITI Certification in Mechanical, Electrical, Chemical, or Industrial Safety from a recognized institution
- Additional certification in Occupational Health and Safety or Process Safety Management is highly desirable
Required Experience
- 5-10 years of progressive experience in work permit receiving within the oil & gas or petrochemical industry
- Demonstrated expertise in implementing and managing permit to work systems in hazardous process environments
- Proven track record in conducting risk assessments and implementing effective control measures
- Extensive knowledge of international safety standards (OSHA, NFPA, IEC) and Saudi Arabian regulatory requirements
Technical Skills & Competencies
- Expert knowledge of issuance and management of work permits for various hazardous activities
- Proficiency in conducting comprehensive risk assessments and job safety analyses
- Strong understanding of process safety management (PSM) principles and practices
- Familiarity with hazardous area classification and explosive atmosphere regulations
- Ability to interpret technical drawings, P&IDs, and isometric diagrams
- Experience with digital permit systems and safety management software
- Excellent incident investigation and root cause analysis skills
- Strong decision-making capabilities with the authority to stop unsafe work activities

Compensation & Benefits

- Annual Salary: ₹5-8 LPA (Indian Rupees) - equivalent SAR will be provided based on current exchange rates
