Key Responsibilities & Duties

As a Work Permit Receiver, you will be the frontline guardian of worksite safety. Your primary responsibility will be to manage the work permit system, a critical component of our HSE management system that authorizes and controls high-risk work activities. Your diligence will directly contribute to a zero-incident work environment.

Primary Duties Include:

  • Receive, review, and process all applications for work permits, including hot work permits, cold work permits, confined space entry permits, and excavation permits.
  • Conduct thorough pre-job safety assessments and site inspections to verify that all conditions stated in the permit application are met before authorization.
  • Liaise directly with project managers, engineers, supervisors, and contractors to clarify job scope, identify potential hazards, and communicate necessary safety precautions.
  • Ensure strict compliance with company safety policies, procedures, and Saudi Arabian regulatory standards for construction safety.
  • Maintain an accurate, up-to-date, and organized digital and physical log of all issued, active, and closed work permits.
  • Monitor permitted work in progress to ensure ongoing adherence to the stipulated safety conditions.
  • Conduct toolbox talks and brief work crews on the specific hazards and control measures associated with their permit.
  • Issue stop-work orders if any deviation from the permit or unsafe condition is observed and report the situation to the HSE Manager.
  • Close out permits upon job completion, ensuring a post-job review is conducted and all documentation is properly archived.
  • Assist the HSE team in incident investigations where permit-to-work systems are involved.
  • Continuously audit and provide feedback for improving the efficiency and effectiveness of the permit to work process.

Candidate Requirements & Qualifications

To excel in this role, you need a solid foundation in construction safety protocols and a proactive approach to hazard identification. The following qualifications and skills are essential for success as our Work Permit Receiver.

Education & Experience:

  • A mandatory Industrial Training Institute (ITI) certificate in a relevant field (e.g., Electrical, Mechanical, Fire and Safety).
  • A minimum of 1 year and up to 3 years of proven experience in a similar Work Permit Receiver or HSE role within the construction industry.
  • Prior hands-on experience with electronic and paper-based permit to work (PTW) systems is required.

Essential Skills & Competencies:

  • Expertise in Handling Permit Systems: In-depth knowledge of different types of work permits and their specific application processes.
  • Risk Assessment: Strong ability to identify, assess, and mitigate potential workplace hazards.

  • Basic computer proficiency for maintaining records in MS Office or specialized HSE software.
  • Knowledge of international safety standards (e.g., OSHA, NEBOSH) is a significant advantage.
